In line with paragraph 6(b) of the Executive Members’ Delegation Scheme, the Executive Member for Children’s Services is asked to authorise the agreement for NYCC to accept the Youth Justice Grant for the following financial year 2023/2024, which will allow the Chief Financial Officer to authorise the acceptance of the grant. This will enable the local authority to receive the allocated funding to support the continued delivery of the Youth Justice service
Section 39 (1) of the Crime and Disorder Act 1998 requires the cooperation of statutory partners to form a Youth Offending Team (YOT). There is a duty for the local authority, the police, the probation service, and health named partners to cooperate in order to secure youth justice services appropriate to their area. YOTs are partially funded by the Government’s youth justice grant, in addition to funding from the council and statutory partners, to deliver elements of the youth justice system at a local level.
The local Youth justice plan must be submitted to the Youth Justice Board by 30 June 2023 to ensure timely payment of our Youth Justice Grant 2023/24.
We are awaiting confirmation of the actual amount of grant funding however the Youth Justice board have advised in a letter dated 17th March that they hope to be able to confirm your 2023/24 grant funding in Spring 2023. We have been advised that the funding for 2023/2024 will be similar to that of the previous year.
Based on the allocated funding for 2022/2023 we expect to be awarded a grant to the value of around £900,000 However if it exceeds the value of £1,000,000 the report will need to be approved by the Executive committee.

Submission of application to Sport England Swimming Pool Support Fund

Application to Sport England’s Swimming Pool Support Fund for swimming pools in North Yorkshire.
The scheme is designed to support swimming pools that continue to be affected by significant rises in utility costs and swimming pool chemical costs. In phase 1 of the scheme £20million is available to support swimming pools that are at risk of closure or have had to significantly reduce their service provision. Phase 2 of the scheme, includes £40million for capital investment in to energy saving systems. There are x16 Council owned swimming pools in North Yorkshire, however the funding process requires both Council and Community/Charity owned swimming pools to form a collective application for each Council area.
Phase 1 of the scheme is now open and the application submission window is 4th -11th August, funding will be awarded between £10,000 - £500,000 as a whole (per authority) and decisions will be confirmed in September 2023. It is proposed that an application is submitted for all North Yorkshire owned swimming pools and community/charity partner swimming pools.

North Yorkshire Local Assistance Fund Re-Procurement.

Since 2019, North Yorkshire Council have been in contract with Family Fund Business Services (FFBS). FFBS have administered the scheme, ‘North Yorkshire Local Assistance Fund’ (the NYLAF) originally; a 3 year contract with two possible extensions now exhausted.. On 31st March this contract will end.

The purpose of the assistance fund is to provide practical help for vulnerable people who are moving home or seeking to remain within their community often – but not always - due to a crisis. The fund helps to provide a few essential items. There are a range of reasons why people apply for help including: homeless vulnerability, domestic abuse, physical disability, substance dependency.

The purpose of this report is to seek approval to reprocure the Council’s contract of an Administrator for the Local Assistance Fund. The contract will continue to support the various replicants of the scheme.

Following the amalgamation of the District and Borough Councils all Outside Bodies now fall under the remit of North Yorkshire Council. It was agreed at Council AGM in May 2023 to complete a review of Outside Bodies within 12 months in order to review and reduce the numbers to a more manageable amount. This will be completed against an agreed criteria and scored accordingly.
